What is the purpose of the bolt and plate on the ends that go inside the receiver hitch?

The hitch plate of the Torklift Tie Down part # TLF3008 when tightened down holds the tie down securely in the hitch tube by putting tension in it so that it can slide out.

I attached pictures that show how the Curt front hitch #C31078 and the Draw Tite #65076 looks when installed and you can tell that the Draw Tite sits up a bit higher since it comes through relative to the curve in the air dam.
