I can use an adapter to go from 2.5 to 2. Is this hitch actually 2?

The Swagman Current Bike Rack part # S64678 that you referenced is designed to fit a 1-1/4 inch hitch or a 2 inch hitch. If you have a sleeve adapter for your 2-1/2 inch hitch to reduce it down to a 2 inch hitch this rack would work great.
