Is there a single bike rack that will go on the hitch DT74GR that is strong enough to carry a 70lb fat tire e bike with fenders short ones?

The rack would be fully compatible with the Draw-Tite # DT79GR hitch you'd looked at.

Unfortunately, the Thule T1 won't work on bicycles with fenders, as the bike retaining hook needs to contact the tire right in front of the down tube for the forks. Because of the fender, you'll need to use a bike rack that holds the bike by the underside of the tires and the bike frame and unfortunately there isn't an available 1 bike rack we offer that would secure the bike in this manner. Your best bet would be to go with a 2-bike rack, but because of the heavy weight and the fat tires on your bike there are limited choices when it comes to a rack that would work for you. If you can remove the battery pack on the bike and get its weight to 60 lbs or less, the Swagman Current, part # S64678 would be a great choice. The rack can accommodate 2 e-bikes weighing up to 60 lbs each with tires up to 5 inches in width. The rack holds the bikes by the underside of the tires and by the bike frame top tube. If your bike has a step through frame, you'll want to use a frame adapter like # HRBA-PRO to provide a spot for the rack's frame hook to attach to.
