I saw that hardware is not included with purchase of this product...what hardware is necessary? What would cost be for the necessary hardware and where can these items be purchased?

The hardware in question for the Curt hitch mount spare tire carrier, # C31006, is the nuts and bolts needed to secure the tire to the carrier. If you do not already have some you can acquire them at any local hardware store.
You will also need a hitch pin, # PC3, if you do not already have one. Or, to deter theft, a locking hitch pin like # e98880.
