The hitch part # 13364 that you referenced does fit the 2013 Volkswagen Routan as long as it's a Canadian market model. For the 2011 Ford Flex you'd then want the part # e52AR if it has Dual exhaust and # e95KR for single exhaust and you'd be set. There isn't a hitch that fits both vehicles.
