Question:

Regarding the round plate that I will sit on my frame with the 3 bolt holes, what is the dimension of that plate? I can only support a 5inch plate due to the cargo carrier I have mounted above the propane tank and current power jack.

The mounting flange of the Stromberg Carlson Electric Trailer Jack # JET-3755 that you referenced is 5 inches in diameter. This would fit your application without interference.
