Which Stromberg Carlson Jack allow you to open a tailgate and not hit the jack? Does the JET-3755 allow me to open the tailgate without whacking the jack?

While your frustration is understandable and we have a solution for you, I wouldn't be able to tell you with absolute certainty that using the Stromberg Carlson Electric Trailer Jack # JET-3755 will stop your tailgate from hitting the jack. The reason is, A-frame jacks like these mount to a specific place on your trailer and if your tailgate comes down at that point, they will hit.
What you can do instead is use a side-frame mount jack like the Fulton Marine Jack # HD50000101 or you could keep your A-frame jack and use a longer ball mount such as the Ball Mount 3/4" Rise or 2" Drop, Extra Long # D-26 or the Curt Class III Drawbar # C45270 which is 13" long. Each of these ball mounts can use a 2" hitch ball with a 1" diameter shank such as # 40038 and would secure to your vehicle with Pin and Clip # PC3 or Hitch Receiver Lock # e98880.
