Our electric jacks go down but i cannot adjust manually. What could be the problem?

Your 2008 Fleetwood Bounder has a power gear electric leveling system. That unfortunately was not a great system and was discontinued. I don't have any replacement parts for that system but it sounds like the controller/brain of the system is malfunctioning.
You have a couple of options for replacement. You can use the Ultra-Fab Power Twin II Electric Stabilizer for Trailers and RVs - 22" Lift - 6,000 lbs # UF39-941707 you asked from to allow you side to side leveling. You will likely need 3 or even 4 of them for your rig. The other option is to use the tried and true Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System with Touchpad and Remote - 6-Point Set # LC675817. This is the best option and most convenient option but also the largest cost.
