I would like to install plastic fenders that I can step on for the subject trailer. The wheels are 12inch and its difficult to get onto my jetski without stepping on a fender. Can you help? See attached photo.

The fenders in the pictures you have provided are very similar to Fulton fender # F008561. The main difference is that the Fulton fender has a top step. The mounting hardware used on your existing fenders can be reused and it does not appear that you would have to modify the brackets that are welded to your trailer frame.
With a fender like # F008582, you may need to modify the brackets on your trailer to get this style to fit. But you should still be able to use them. The fenders themselves have a capacity of 300 pounds. I stood on one once and I am fairly large and it supported me. You would have to make sure that the attachment brackets on the trailer frame can also support the weight.
