Yes, there are front mount hitches available for a 2012 Ford E-350 van. You can use Draw-Tite hitch # 65053 that you have referenced, or Curt hitch # 31053. Both hitches are rated for 500 pounds vertical line pull and 9,000 pounds line pull. I have included a link to the installation instructions for each.
