will a BX 1812 base plate fit my 93 D21 Nissan pickup and does it bolt in place or is there drilling envolved are the attachments included for my tow bar to connect up

The Blue Ox Base Plate Kit - Fixed Arms # BX1812 will fit your 1993 Nissan D21 pickup truck so long as it is a 2WD model, and the installation does require drilling 9/16" holes in the vehicle's tie down brackets, as you can see by the linked installation instructions. Additionally, yes, the arms (attachments) are included with this base plate kit.
There are a number of other parts you will need in order to flat tow your 1993 Nissan D21 2WD, if you don't have them, and what I recommend:
