I reached out to my contact at Lippert who said that if you keep getting a fuse that blows when everything is connected for your Kwikee 39 Series Steps then something is going on with your wiring. You either have a damaged (pinched or exposed wire) or a loose connection somewhere. Try checking visually to see if there is anything that is damaged first. I have attached a diagram that you can check out to make sure everything is connected properly.
The only other thing that I've seen people talk about is a bad motor. My contact at Lippert said typically if it's a bad motor then the motor just won't work. What you can do to test this is to apply 12V power directly to the motor to see if it operates properly. If it doesn't then you will need to use the Motor Upgrade Kit # LC379769.
