Yes. You can use the Hopkins Custom Tail Light Wiring Kit # HM56202 on your 2003 Jeep TJ Wrangler that has the Demco SBS Stay-IN-Play DUO Supplemental Braking System # SM99251. I've linked an installation video of the Hopkins kit on a similar TJ that you can refer to during the installation.
