1991 chevrolet 1500 silverado short bed. My truck has frame distances of 38 inches from outside to outside ordered b&w hdrh25122 receiver hitch .It will not work

Yes, as noted in our fit guide the B&W Heavy-Duty Trailer Hitch Receiver # BWHDRH25122 is only a fit for the cab and chassis models with 34 inch frames of 1991 Chevy truck.
Assuming you have a standard bumper, the correct trailer hitch for your 1991 Chevy is the B&W Heavy-Duty Trailer Hitch Receiver # BWHDRH25124.
Please keep in mind the aforementioned hitch will not work if you have a Crew Cab.
