There is only one difference between the Curt Trailer Hitch Receiver # C13133 and etrailer Trailer Hitch Receiver # e98906 that fit your 2017 Volkswagen Tiguan, which is the finish.
The Curt trailer hitch has a glossy black finish while the etrailer hitch has a matte black finish; other than that everything is equal, such as their 3,500 lb towing/350 lb tongue weight capacities, as well as the installation. The two hitches have a hidden look, which means only the receiver is showing so the different finishes - which give them slightly different looks - are probably not going to be a huge factor in your choice, though the matte is going to be a bit less reflective than the glossy, making it slightly less noticeable.
That said, if it were my 2017 VW Tiguan, I would just buy the least expensive hitch between the Curt Trailer Hitch Receiver # C13133 and etrailer Trailer Hitch Receiver # e98906.
