The Dexter Trailer Brake Set part # 23-47-48 is just the # 23-47 assembly and the # 23-48 assembly like you stated. Our pricing does fluctuate somewhat and it usually has to do with previous sales and current stock. If I were you I'd go with the part number that gives you the best deal!
