I have a 2005 jeep liberty with a 1423-1 baseplate. I have the falcon 2 tow bar and one of the inner arms is stuck retracted, it spins just wont extend. I think the qwiklok may be broken. Is this something that part RM-910003-60 would address?

Yes, the Complete Repair Kit for Roadmaster Falcon 2 and BlackHawk Tow Bars # RM-910003-60 will give you the parts needed to replace broken Autowlok button assemblies on your Roadmaster Falcon 2 Tow Bar # RM-520.
The other thing to keep in mind is that it is also possible your Falcon 2 could have a damaged inner arm if it is stuck. If that arm is damaged you would be able to replace it with the Replacement Inner Arm for Roadmaster Falcon 2 and BlackHawk Tow Bars # C000172.
