My travel trailer has tandem axles, both of which ride on top of the leaf springs. Does the Lippert kit work on an underslung suspension?

This specific kit is for 3,500 lb axles that measure 2-3/8 inches in diameter. If instead you have higher rated axle that are 3 inch in diameter you'd need the # LC281281.
