So I'm looking at trailer hitch for 2019 VW Passat Wolfsburg and see there are hitches that mount on the frame and one that sort of mounts behind the bumper. I'm looking for some guidance on if one is better?

The three trailer hitches that fit your 2019 VW Passat Wolfsburg are the Curt Trailer Hitch # C11234, Draw-Tite Trailer Hitch # 24880 and EcoHitch Trailer Hitch # 306-X7317.

Both the Draw-Tite and the Curt install on your Passat's frame rail underneath the car, while the EcoHitch installs behind the bumper fascia. There is no structural difference between the hitches or how they install, but there are a couple of advantages to the EcoHitch, which is the hitch I recommend for you.

The EcoHitch installs higher than the other hitches, so you have more ground clearance than with the Curt or Draw-Tite, and this is important because a hitch on a Passat is likely going to be used mostly for accessories and bike racks.
