The best trailer hitch for your 2019 Toyota CH-R to carry a bike rack is, hands-down, the Curt Trailer Hitch # C11490 because it gives your bike rack the most ground clearance.

When we test fit the Curt hitch and (now discontinued) Draw-Tite Trailer Hitch 24962 on a Toyota CH-R, we found that the Curt hitch offered about 3/4" more in ground clearance, and you can see the difference in how both hitches fit in the accompanying photo.

While 3/4" may not seem like much, it can mean the difference between your bike rack potentially hitting the ground and being damaged when going over a bump, or making it over that bump without issue, which is why it is such an important factor.

This is a Class I hitch that does require a Class I bike rack and I have added a link to our entire selection of Class I racks for you to check out. Your rack will also need to have more than 5" between the center of your hitch pin hole and closest part of your bike rack for it to clear the bumper of your '19 CH-R with a hitch installed.
