Of the base plate kits available for your 2000 Chevy Tracker I recommend the Demco # DM9518079 becasue it pairs up with my favorite tow bar, the Demco Commander II # DM9511012. I like Demco tow bars because they include safety cables, a built in 1-1/2 inches of rise or drop, plus they have independent arms to make it easier to hook up as the vehicles won't need to be perfectly aligned.
You will also need to wire the Tracker so that the tail lights operate in tandem with the tail lights on the tow vehicle. I will link you to an FAQ article that explains these options in detail.
All states and most Canadian provinces require a supplemental braking system like the Stay-IN-Play DUO # SM99251. A supplemental braking system will operate the towed vehicles brakes along with those of the tow vehicle, leading to safer, more predictable braking.
Current pricing for the items I recommended can be seen by clicking on the provided product links.
