Will the Thule Bike Wheel Carrier #TH593 fit on the crossbar of the Swagman Patrol 2 #S64701 Bike Rack?

The Thule Front Wheel Carrier # TH98BV that you referenced may physically fit the crossbar for the Swagman Patrol 2 Bike Rack # S64701 but I can't recommend doing this. The Swagman Patrol isn't designed to support this type of carrier and since they haven't been tested together I can't guarantee it will keep the wheel in place during trips.
The Thule Front Wheel Carrier is designed to mount to standard roof rack crossbars that can handle a lot more weight and have a more secure attachment to the vehicle.
