Could I drill a hole through the center and bolt it to the flat surface of a roof rack? Im wondering if it would be strong enough.

I do have an option for you but under no circumstance can I recommend you drill a hole through the Replacement Wheel Tray part # Y8880845 and attach this directly to your roof rack. It sounds like you are looking for a cost effective way to carry a bike on your roof so if that is the case then I recommend the Swagman Fork Down Roof Mounted Bike Carrier part # S64710 or the Swagman Upright Roof Bike Carrier part # S64720 as these are the two most cost effective options we currently offer.
