where would you attach to on a 2005 PT crusier convertable for a bike rake

It looks like on a 2005 Chrysler PT Cruiser convertible, you will have to place the hook on the strap # 18050 in the gap between the body of the car and top of the trunk. You may have to open the trunk to get the hook in place and then close the trunk.
There is no specific place on any vehicle that the strap has to go so long as it is secure. Ideally, you will want it straight across from or slightly higher than where it is connected to the bike rack. This is not always possible though. If this particular strap is not going to work, you can use any rigid (not a bungee cord) strap to support the rack and secure to a place you see fit on the vehicle.
I have included a link to different types of straps that you can look through to determine if any of them offer a better solution for alternative tie down points on the vehicle.
