Based on my research the 2002 Dodge Ram Van 1500 doesn't actually come equipped with a factory brake controller port behind the dash. The Tekonsha Plug-In Harness # 3020-P that you referenced is for the 1995-2009 Dodge Ram Pickup and isn't compatible with the Van models.
On your Ram 1500 Van the Prodigy P3 Brake Controller # 90195 will need to be hardwired in. I'm not sure what the van is already equipped with but if you don't have an existing 7-Way connector this will need to be added as well with the Wiring Kit # ETBC7, assuming it does have a 4-Way.
If you don't have a 4-Way connector either then you will need to start there using a universal hardwire kit like the Tekonsha # 18252.
I have attached the written installation instructions that you can take a look at as well.
