Demco 8550046. Does the top of the recessed ball have to be flush with the surface of the flatbed?

The Demco Recon Gooseneck-to-5th Wheel Trailer Hitch Adapter for Recessed Ball # DM8550046 is designed specifically for standard 4" tall, 2-5/16" recessed gooseneck ball mounts; the top of the ball needs to be no more then 3/4” from the surface of the flatbed.
