Yes, as long as the 2013 Volkswagen Golf is not a R model, The Curt Class I hitch part # C11000 fits your vehicle. From the top of the receiver tube to the ground is 8 inches. If you plan on getting a hitch mounted accessory like a bike rack, I recommend getting one with a rise in the shank.

I recommend Class I compatible Swagman Trailhead part # S63360 that has a 3" shank rise for ground clearance. To protect your investment I recommend Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks part # S64031.
