What tools or items would one need to get this on? Assume they are very new to DIY/automobile work and have nothing. Thank you!

If you refer to the image taken from page 2 of the linked instructions for Draw-Tite 2-Inch Hitch # 76227 you'll be able to see a complete list of the tools needed for installing it. Most of the items are basic hand tools and the one special item, a torque wrench, can often be borrowed or rented from a local auto supply shop. I also linked an article and video showing installation on a 2016 model year Outback.
