Question:

C23519 wont unlock How can I remove this not a lot of room to cut it offp

Before resorting to cutting off the Trailer Hitch Receiver Lock # C23519 I recommend first trying to clean out what might be preventing the lock from working. Try applying a spray lubricant inside the lock mechanism and letting it sit for a bit. Then use the key to see if you can loosen up any rust or debris that might have built up inside. You may need to repeat this process a few times.

If this still doesn't work then the easiest option will be to try and drill the lock cylinder out. Otherwise in order to cut the lock your best bet will be to use a cut-off wheel on an angle grinder to cut the lock off from the pin.
