I have the 1208 bracket for 81 Vanagon what is the least expensive tow bar that is compatible. Do not need anything further that a tow bar. Thx

The Roadmaster Tracker Tow Bar has a 5,000 lb weight capacity, uses a standard 2" hitch ball, and comes with a durable powder coated finish just like the above Roadmaster Crossbar-Style Base Plate Kit. The Roadmaster Tracker Tow Bar is also made right here in the USA. I took a look at the curb weight for your Vanagon and it appears to be around 3,500-4,000 lbs so you should have plenty of room to spare.
