Question:

2019 RAV4 XLE Hybrid. You mentioned the Adventure, but can you confirm this is the correct part for the model mentioned in the subject as well?

The Draw-Tite Max-Frame Trailer Hitch # DT82QR is a fit for "all styles" of 2019 Toyota RAV4, according to the manufacturer.

This is a Class III hitch with a 2" receiver and 4,500 lb towing capacity and 675 lb tongue weight capacity. It is a bolt on installation so no drilling into your car's frame is going to be needed. It also has a powder coat finish to resist corrosion and comes with a lifetime warranty.

My 2019 hybrid rav 4 says 1750 lbs towing capacity. Your hitch shows 4500. That means even though your hitch it rated for that, I still cant tow that with car, right?

You are exactly right. You're always limited by your weakest component. So if the hitch itself has a 4,500 pound capacity but your RAV4 has a 1,750 pound towing capacity, you need to adhere to this lower limit.

Does wiring harness come with hitch or do you sell that also?

Wiring isn't included with the hitch but you can add it with the Tekonsha T-One # 118801. This is a custom harness designed for your RAV4 that will plug into factory ports behind the tail lights.
