can this hitch be used to raise pintle hitch height ?

Yes the B&W Pintle Hook Mounting Plate # BWPMHD14005 can absolutely be used in the rise position to raise the height of your pintle hook.
This mounting plate fits 2" hitches, has a 15" shank and mounting holes that measure 3-3/8" apart on center horizontally and 1-3/4" apart on center vertically, which is the same pattern as the bolt holes on Pintle Hook # C48215.
You will also need Pin and Clip # PC3 to secure it to your hitch.
