If you look below the specs for the Trailer D-Ring Tie Down, # RR06, you will see that the lip is wider than the base . You would need to drill a hole that is 4-3/8 inches in diameter for the base to fit through and then use screws appropriate for the surface it is mounted to in order to secure it.
It is recommended to use the backing plate # BP06 under the service where the D-Ring is installed to maximize its capacity and offer support. In order to drill out the hole you can use a large enough hole saw drill bit or use the backing plate as a template and a pencil to mark the diameter needed and use a cutting tool capable of making a hole if a hole saw bit is not available.
