It appears you have done some research as some hitches won't allow the aluminum rim full size spare because it is slightly wider. For your 2018 Toyota Highlander I recommend the Draw-Tite Max-E-Loader Trailer Hitch Receiver # DT65MR. This is a 2 inch receiver that has high capacities and also will allow the full size spare tire you mentioned. I've attached an installation video to assist.

This hitch will work great with bike racks and other accessories. If you also will be towing with this hitch then I also recommend the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118449. This will give you the converter needed as well as the connector.

Then I recommend the B&W Tow & Stow 2-Ball Mount # BWTS10035B for an adjustable ball mount compatible with many trailer coupler heights and having a nice clean storage option to protect your shins. If you want more of a basic ball mount, I recommend the etrailer.com Ball Mount Kit for 2" Hitches # 989900 which comes with two ball mount options and two hitch ball options. This kit has a storage bag for the parts when not in use. Finally you can use a locking pin like # e98880 if desired to secure your investment.
