If you take a look at the accompanying photo you can see our installer point out the exact location where you need to install the fuse in your 2018 Toyota Highlander when installing the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56217.

It will be in the fuse panel under the hood on the driver's side. If you lift up the cover it will have a legend which shows where the towing fuse is. If you go to about the 7:20 mark in the linked video of this harness being installed on an '18 Highlander you can see the process of installing the fuse.

The Curt Wiring Harness # C56217 is a fit for a 2018 Toyota Highlander without the factory tow package and no converter under the dash.

From what I could find in the online version of the owner's manual it looks like the trailer lights are in position 15 of your fuse panel in the engine compartment. You'll want to check your version of the owner's manual to verify this.
