Question:
Why do the controllers have degrees marked and why how do you know which one to buy?

When you are looking at the proportional brake controllers (see link), you will see options for mounting at various degrees. What this means is the angle range at which a particular brake controller can be mounted. The reason this is important is because it cannot always be mounted flat (perfectly level) due to the shape of the interior on a vehicle.
You would choose one that had a wider range for more mounting options. The Tekonsha P2, # 90885, can be mounted 360 degrees in the direction of travel and not tilted side to side. If you look at the installation instructions I have linked for you, you will see a whole section on mounting the controller. I have also included a link to a video showing a typical installation.
If a controller was mounted incorrectly, outside of its range, it can have cause the braking to be too aggressive, too weak, or not function at all.
