I have a 2017 ram 3500 with a 3” lift 3” front/1” rear are spacers needed when using this air bag?

The Air Lift LoadLifter 7500 XL Air Helper Springs - Rear Axle # AL57595 for your 2017 Ram 3500 will not require a spacer for the 1 inch rear lift. Spacers are only required when there is a rear lift of 2 inches or more according to the manufacturer.
This kit comes with the manual inflation valves, but if you want the ability to adjust at any time I recommend using the Air Lift Load Controller Compressor System for Air Helper Springs # AL25856. This will give you the heavy duty air compressor and the ability to adjust each air spring individually for off center loads.
