No Brake Fluid Pumping on Model 60 Actuator With New Master Cylinder

Question:
Just installed correctly? a new master cylinder on my titan 60 hitch. I cant even get fluid to come out of the master cylinder. Using a screwdriver, Im pumping it with the lid off, but doesnt seem to draw and fluid in. I had to really push it MC in far during installation. Does the MC draw new fluid in from the tiny hole or the slightly larger one that I can see through the cap hole? The larger hole never shows clear I.e. the push rod never leaves an opening that I can see during the pumping action.

It is not uncommon for fluid not to come out of the master cylinder initially with new actuators or actuators that have a new master cylinder; the issue will likely resolve itself after being actuated a few times.
I also recommend checking for any clogs in the brake line as there should be fluid moving through the line even with it being disconnected from the brakes.
