What’s the difference between the Curt 1.25” hitches? Need for Thule T2 Pro XT2 bike rack. Is there a difference in stability?

Both the Curt Trailer Hitch # C11496 and Curt Class I # C11681 are confirmed to fit your 2016 Honda Accord. They will both use the same existing holes in the vehicle's frame for a no-drill installation and they also feature the same towing and tongue weight capacities.

As you mentioned in your question, Curt does require that a stabilizing strap # 18050 be used with their hitch for non-trailer loads like bike racks or cargo carriers. This is a requirement that Curt puts on all of their Class I, Class II, and some Class III hitches. It does not indicate a weaker hitch but is simply an extra precaution that Curt takes to help eliminate the movement that a hitch-mounted accessory endures during travel.
