Do I need to raise receiver In order to use a cargo carrier behind my 2016 Honda Accord?

I do have a solution for you but using a hitch adapter like # HT5R, reduces your hitch capacity by 50 percent, so it's not ideal.

The best option I can offer is the Curt Cargo Carrier # C18110, which has a shank with a built in rise of 3-3/4 inches.

When we tested the Curt Trailer Hitch Receiver # C11681 on a similar year Honda Accord, we found that the distance from the ground to the top innermost part of the receiver tube, was about 11-1/2 inches, which would put the Curt cargo carrier at approximately 15-1/4 inches from the ground. So, unless you have a massively steep driveway, this will work perfectly.

Just to give you an idea, I've attached a picture of the # C18110 on a Prius with a hitch receiver that has right around the same ground clearance as the C11681 on your Accord.

The use of a security strap # 18050 is recommended to avoid putting too much strain on your trailer hitch and reduce movement on all non trailer loads.
