When I hooked electrical up to P2 and turn key should the control light up or does it have to be hooked to the trailer connection.

When you install a brake controller like the Prodigy P2 part # 90885 it will be active all the time. If yours is powered on without a trailer connected that would be normal. After a period of inactivity it will go into sleep mode so you don't have to worry about it draining your battery.
