Are you able to use The thousand pound do it receiver with a car dolly?

The Roadmaster Dual Hitch Receiver Adapter, 8" Drop/Rise # RM-077-8 has a towing capacity of 10,000 lbs but the tongue weight is limited to 400 lbs. As long as the tongue weight of your loaded tow dolly and whatever accessory you put in the top receiver is under the 400 lbs then you'll be just fine.

I am looking for a dual hitch receiver for my class C Motorhome. I will be towing a car tow dolly with vehicle with about a 4500 lbs. and I will be hooking up a a bike rack. I will NOT be flat towing . All info I’ve seen for dual hitch receiver is either for flat tow or small trailer, nothing for car tow dolly. Please help. Thank you
