Is the Thule #5990E - Bigmouth Upright Bike Carrier still available? Had in the past and now cannot find listed for sale. Thank you

I do have an option for you but the Thule Big Mouth Upright part 5990E has since been discontinued and is no longer available. Instead, I recommend taking a look at the Thule ProRide XT Roof Bike Rack part # TH598004. The ProRide similar to the Big Mouth is a rooftop frame mounted bike rack. It has a padded frame clamp to protect your bike, folding upright for storage while not in use, and sliding wheel trays to accept bikes with different wheelbases.
If you would like to lock the carrier you can do so by using part # TH450200. I have attached a review video of the ProRide for you as well.
