Question:

Is there a thru axle adapter for the Thule Wheel-on? Would the Yakima adapter work? Are there other wheel holders that could be flat mounted pick-up bed that are thru axle compatible?

Yes, for a thru-axle adapter that's compatible with the Thule Front Wheel Holder # TH98BV you need the Thru-Axle Skewer Adapter # TH48BV which replaces a 9-mm and works with 12-mm, 15-mm, and 20-mm thru-axles.

The Yakima Adapter # Y02110 will work as well if that's the route you'd rather go.

If you're looking for a wheel carrier that can be bolted to a truck bed then I recommend checking out the SeaSucker Add-On Wheel Holder # 298-BA1370. It's designed around the SeaSucker Bomber and Mini Bomber roof mounted bike racks, but it mounts using 2 bolt holes so you could modify it to fit a truck bed.
