Yes, the setup you mentioned is complete for flat towing your 2013 GMC Acadia.

The base plate kit part # BX1708 is a confirmed fit and will work great with the Blue Ox Avail # BX7420 tow bar that you mentioned. This is the nicest tow bar around so you'll really like it and it comes with safety cables.

For wiring the Blue Ox Tow Bar Wiring Kit # BX8848 and the umbilical adapter # BX88206 would have you covered.

Instead of having to manually pull the fuse the part # BX88274 would then be a great solution. And for braking the SMI DUO part # SM99251 is the best all around option as well. Our installers like this kit the most as it is easiest to install and works very well. You did a great job picking out the parts needed!

Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing. I attached a link to a page that has all of the ones we carry.
