Where should the 2 bolts be placed and what size bolts do you use for a 19.5 , 10 lug tire?

The Curt Trailer Hitch Mounted Spare Tire Carrier # C31006 referenced in your question will work nicely with your 19.5, 10 lug tire and wheel. When mounting the wheel you will just want to line up two of the bottom holes and one on the top, securing them onto the carrier plate with your bolts and nuts. I recommend using 1/2 inch nuts and bolts to attach the wheel. You can also simply use the same size bolts you use for the wheel on your trailer or vehicle to help simplify installation.
