It says disc brakes, but can it be used on either disc or drum brakes? Thank you.

Trailer drum and disc brakes require different psi ratings so that's why the part # 099-175-20 can only be used on disc brakes. Drums usually need 1,000 psi whereas disc needs 1,600 psi.
For a version of this coupler that is designed for drum brakes you'd want the part # 099-175-00.
Or you can change out the master cylinders to fit the application. For a Model 60 actuator like this the part # T4820000 is for disc and part # T4395100 is for drum. To convert either actuator would only take swapping out to either master cylinder.
