I have a bolt that sticking out on the inside of my receiver on my hitch a one and a quarter and hitch and I cannot put my receiver into put through to secure my cargo Carrier ..its a bolt or threaded botl???

It sounds like you have a Class I Trailer Hitch like the Draw-Tite # 24960 installed on your 2017 Subaru Impreza. Certain Class I trailer hitches like this one feature a tab inside the receiver that prevents higher class accessories from fitting properly. This was done by the manufacturer to prevent the trailer hitch and vehicle from being overloaded with higher class/heavier carriers or bike racks. Your existing Curt Cargo Carrier is most likely a Class II or higher accessory, which is why it will not fit into the hitch receiver.
You have a couple of options. I recommend replacing your Curt Cargo Carrier with one that is rated for Class I trailer hitches, like the Curt Cargo Carrier # C18110. This will fit into your existing hitch receiver and it has platform dimensions of 47-11/16 inches long and 19-1/2 inches wide. It also features a nice 3-3/4 inch shank rise that will increase its ground clearance. Otherwise, if you want to use your existing cargo carrier, you will need to replace the trailer hitch on your vehicle. If your Impreza is the Sedan model, you will want the Curt Class I Receiver Hitch # C11466 and if you have the 5-Door Wagon, you will want # C11465. The Curt Class I trailer hitches do not have this same tab that prevents certain accessories from fitting.
If you decide to do this, please note that Curt does require that all non-trailer loads like bike racks and cargo carriers be supported with a stabilizing strap # 18050 with their Class I trailer hitches.
