Will the DL22560 trailer tongue jack fit a 2 1/2 inch welded on snap ring bracket.

The Dutton Lainson Pull Pin, Easy Swivel Trailer Jack # DL22560 referenced in your question is designed to fit a 2-1/2 inch diameter weld-on mount like what you have installed on your trailer. This jack will work great with your existing hardware and will provide a weight capacity of 1,000 pounds. It has a total lift of 12 inches and an extended height of 27-5/16 inches. It also is made from heavy-gauge steel for strength and features a zinc plated TUFFPLATE finish for a longer life.
