You can absolutely install a trailer brake controller on your 2006 Toyota Highlander.

Starting with the brake controller itself, I highly recommend the Tekonsha Prodigy P2 # 90885. This is an excellent proportional controller that will activate your utility trailer's brakes at the same time and with the same intensity that you apply to them in your Highlander. It features an easy-to-read digital display along with continuous diagnostics that will alert you to potential issues. It will work on trailers with up to 4 axles and 8 brake assemblies. This unit is well known for its reliability and ease of installation.

Then for the wiring, if there is not currently a connector installed at the rear of your Highlander, you will first need to install a 4-way harness. The specific harness designed for your Highlander will depend on the model and whether or not it has the factory tow package:

For the Hybrid model without a tow package: # C59236
For the non-Hybrid model without a tow package: # 118413
For both the Hybrid and non-Hybrid model with a tow package: # 118248

Regardless of your Highlander model and the harness that you need, these will simply install by connecting to the existing ports located behind the trim panels in the cargo area on the driver and passenger side of the vehicle.

After the 4-way is installed, you will then need to install a 7-Way connector to connect with your trailer using the Universal Wiring Kit # ETBC7.
